2007 Ramon Magsaysay Awardee for Government Service from the Philippines. Born two decades after the onset of American rule in the Philippines, Jovito Salonga saw his country through the travails of war, fledgling independence, a hated dictatorship, and in 1986 a jubilant restoration of democracy. A lawyer of great prowess and a staunch nationalist, he made his name as a politician who practiced what he preached: clean government, social justice, the rule of law, compassion for the poor, and, again and again, democracy. He was a passionate opponent of martial law. In Senate elections, he consistently outpolled all other politicians — a measure of his moral authority as well as of his political acumen. Today, as an influential voice in civil society, he continues to intervene critically in urgent public issues, insisting that even affairs of state must be guided by a clear moral compass.
